NATA’s lobbyist, Darrell Fuller, has presented testimony on NATA’s behalf to expand the industries this bill would focus on (originally just construction, health care, and manufacturing). Please check out that testimony here: NATA Testimony on SB1545 to Senate Labor Business 2022 02 03.
Restriction on the sale of diesel fuel – HB4141 (oregonlegislature.gov)
This bill would restrict the sale of diesel fuel, in favor of renewable diesel. While we support the use of renewable diesel, it is not yet competitive in terms of cost or supply. NATA has joined many other trade associations in the state in saying “not yet” to this restriction. See here for that position: No on HB 4141 Coalition letter.
Legality of refusing to accept cash – SB1565 (oregonlegislature.gov)
2021 Legislation, Effective January 1, 2022
Mechanic’s Lien Law – HB2311 (oregonlegislature.gov)
Requires vehicle repair businesses to have a $20,000 bond before applying a “mechanic’s lien”. Only required for repair facilities which use mechanic’s liens. Franchised dealers are exempt. Purchasing the bond will costs around $300.

Catalytic Converter Recycling – SB0803 (oregonlegislature.gov)
Creates new rules on the tracking and sale of catalytic converters. The biggest changes created by SB803-B include (a) no cash sales, (b) catalytic converters must be individually identified and tracked as a major component part, and (c) you cannot buy separated converters “off the street”.
The Multnomah District Attorney’s office has offered clarification about how to legally transport a catalytic converter and how to legally transfer ownership (sell) a catalytic converter.
State Board of Towing – SB0300 (oregonlegislature.gov)
Establishes State Board of Towing within Department of Transportation. Authorizes board to order department to deny, suspend, revoke or refuse to renew towing business certificate or letter of appointment to participate on rotational list of towing businesses for certain violations. Authorizes board to impose civil penalties for certain violations.
Repair Shops Must Provide Estimates

This legislation passed a few years ago, but is worth noting. Oregon law requires repair shops to provide an estimate and receive customer consent prior to working on a vehicle.
